Incumbent serves as Title IV-D Caseworker for the Miami County Prosecutor’s Office, responsible for providing child support enforcement and establishment under Title IV-D of the Social Security Act.
DUTIES:
Prepares client files and a variety of court proceedings and legal documents as directed including, but not limited to, petitions for support and paternity, proceedings supplemental, agreements, modifications, income withholding orders, summons, contempts, subpoenas, and orders to appear.
Conducts paternity investigation procedures, including identifying and locating absent parents, scheduling appointments for DNA testing, collecting DNA samples and ensuring evidentiary chain of command, and forwarding samples to DNA diagnostic laboratories as required. Receives and distributes DNA results and provides follow-up steps as necessary.
Operates Indiana State Enforcement Tracking System (ISETS), entering, tracking and updating case management and financial data. Conducts case research, prepares documents, and enters and maintains various schedules accordingly. Reviews, assesses, and performs necessary duties that arise from individual daily work lists on ISETS.
Calculates child support arrearages and issues income withholding orders to income providers and financial institutions. Determines files to be tax-intercepted and completes and files all documentation and procedures as required for tax-interception. Enforces child support through various other means, including BMV lien, passport suspension, professional license suspension, driver’s license suspension and/or reporting to credit bureau.
Works directly with custodial and noncustodial parents to address issues such as paternity and child support establishments, modifications, changes of employment, change of address, issues with income withholding orders, concerns about lack of payment, etc.
Operates standard computer software used in the Prosecutor’s Office and obtains information using Docuware, Indiana Department of Corrections, Police Departments, attorneys, diagnostic laboratories, other State Child Support Agencies, Armed Forces, and Social Security Administration.
Maintains frequent communication with personnel and officials from a variety of federal, state, and local government/regulatory agencies to assure and coordinate child support collections and enforcement. Requests and provides information and submits various reports to the State as required.
Participates on special projects as requested.
Attends continuing education workshops and training seminars as required.
I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:
High school diploma or GED.
Knowledge of standard policies and practices of the Miami County Prosecutor’s Office and related Court operations, with ability to apply appropriate procedures accordingly.
Knowledge of federal, state and local laws governing child support and standard collection and enforcement practices and policies, with ability to assure proper coordination of child support collection/enforcement procedures accordingly.
Working knowledge of ISETS and Docuware computer systems, with ability to apply such knowledge to a variety of interrelated processes, tasks and operations.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare court/legal documents and written reports as required.
Ability to meet all department hiring and retention requirements.
Ability to type with speed and accuracy and properly operate standard office equipment, such as computer, telephone, copier, fax machine, calculator, and postage meter.
Ability to effectively communicate orally and in writing with co-workers, other City/County departments, personnel and officials from courts, law enforcement and other federal, state and local government agencies, diagnostic laboratories, Child Support Bureau, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements and internal policies and procedures.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Ability to compute/perform arithmetic operations, such as calculating child support arrearages and determining income and wage withholdings.
Ability to understand, memorize, retain and follow oral and written instructions.
Ability to file, post, mail materials, and maintain accurate and organized records.
Ability to work alone with minimum supervision and with others in a team environment, often amidst frequent distractions and interruptions, and under pressure from formal schedules, deadlines, and high-volume operations.
Ability to occasionally travel out of town for conferences/training, sometimes overnight.
II. RESPONSIBILITY:
Incumbent performs duties according to a flexible, customary routine with priorities determined by service needs of the public. Assignments are guided by definite objectives using a variety of methods or procedures, with incumbent referring to supervisor for unusual matters, such as policy interpretations. Frequently, decisions are made which are restricted only by organization-wide policies with little direct guidance from supervisor. Errors in work are primarily detected or prevented by going through Indiana Child Support Bureau. Undetected errors could result in loss of time to correct error, loss of money to department and other agencies or the public, work delays in other departments and/or inconvenience to other agencies or public.
III. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment, involving sitting for long periods, sitting/walking at will, lifting/carrying objects weighing less than 25 pounds, pushing/pulling objects, keyboarding, bending, reaching, crouching/kneeling, close vision, speaking clearly, hearing sounds/communication, and handling/grasping/fingering objects. Incumbent maintains considerable contact with the public and may be exposed to hostile/argumentative individuals. Incumbent occasionally travels out of town for training/conferences, sometimes overnight.
