Councilman Mike Swanson, who represents the district, opposed the plan and was joined by other councilmembers in voting “no.”
The area already has nearly 800 lots between Riverdale and The Grove at Riverdale, and residents say this would have pushed the limits even further.
Tom Hughes, the developer, defended the plan as a way to meet growing housing demand while insisting it would not overwhelm existing infrastructure.
