A Miami man has been arrested in a large-scale refund fraud scheme that bilked Marshalls and TJ Maxx stores out of tens of thousands of dollars, authorities said.
Eduardo Rodriguez, 47, was arrested Tuesday on charges of grand theft over $100,000, attempted organized scheme to defraud, records showed.

According to an arrest report, the investigation into Rodriguez dates back to at least 2023 when an investigator for TJX Companies, which owns TJ Maxx and Marshalls, had been alerted to a report that showed multiple credit cards had refunds that exceeded purchases.
The report showed 18 credit cards and 11 gift cards were being used in the scheme by Rodriguez, who would make online purchases using his name and address, usually involving shoes or boots, the report said.
Rodriguez would return the online purchases to a store, which would generate a price tag for the item that didn’t include a description, the report said.
Rodriguez would then repurchase the item and go to a different store where he would return an inferior product to get store credit, the report said.
To repeat the scheme, the report said he reused the same receipt multiple times at various stores.
In January 2024, TJX blocked Rodriguez’s address from placing and receiving online orders from TJMaxx.com and Marshalls.com, but Rodriguez circumvented that by using a different profile and two different addresses, the report said.
He also had his wife and son conduct fraudulent refunds at TJX stores in Miami-Dade and throughout Florida, the report said.
In November, the investigator instructed a loss prevention specialist to begin marking items being shipped to Rodriguez with an invisible marker, and 56 total orders were marked.
Investigators discovered Rodriguez was selling the products to locals, online, and at his business at the Redland Market Village in Homestead, the report said.
Dating back to December 2022, Rodriguez has conducted at least 744 sales totaling $232,400.80, but he and his family have conducted at least 1,467 returns totaling $288,104.90, the report said.
Between January 2024 and July 2025, Rodriguez has been responsible or has conspired to conduct 985 transactions resulting in losses of $128,018.38 to TJX Company, the report said.
Rodriguez was arrested Tuesday while conducting a fraudulent return at a TJ Maxx in Cutler Bay for a total of $278.16 for four pairs of Timberland boots, the report said.
In his car, investigators found multiple pairs of shoes and receipts, and at his home and business they found multiple TJX items that allegedly were returned, the report said.
Rodriguez was booked into jail and later appeared before a judge, who set his bond at $40,000 and ordered him to stay away from all TJ Maxx and Marshalls stores in Miami-Dade.
