Loudoun County, VA (July 30, 2025) – In response to growing safety concerns on local roads, sidewalks, and trails, the Loudoun County Sheriff’s Office (LCSO) has launched a public education initiative focused on the safe and lawful use of bicycles, electric scooters, e-bikes, mopeds, and similar devices.
The initiative includes a new webpage and informational brochure, developed in response to a significant increase in adults and children riding these devices in ways that are unsafe — and in many cases, illegal.
“We’re seeing more people putting themselves and others at risk by riding fast-moving motorized devices without helmets, on sidewalks where they’re not allowed, and carrying passengers on equipment made for one,” said Loudoun County Sheriff Mike Chapman. “We have seen this result is a serious injury, and all of this is preventable if all riders are more careful and follow the law.”
The LCSO webpage and brochure highlight definitions and usage restrictions for common mobility devices, including where they can be ridden, age requirements, helmet laws, and safety guidelines. This latest effort aims to help parents, teens, and everyday riders better understand how the law applies to these increasingly popular forms of transportation.
Some important reminders:
- Riders under 15 are legally required to wear helmets when using bicycles, e-bikes, scooters, or similar devices in public spaces.
- Certain e-bikes and scooters are not permitted on sidewalks or trails, depending on their speed or classification.
- Riders under 14 must be under the supervision of someone 18 or older when operating Class 3 e-bikes, motorized scooters, or personal mobility devices.
- Scooters and e-bikes are designed for one rider only — doubling up is unsafe and prohibited.
- All riders must yield to pedestrians on sidewalks and paths and give an audible signal before passing.
This public education effort is part of the LCSO’s broader commitment to roadway and community safety through proactive outreach, enforcement, and public engagement.
