Job Overview
The County Assessor – 2nd Deputy plays a vital role in supporting the assessment of properties and mobile homes within the county. This position involves working closely with the County Assessor to ensure accurate property evaluations, assist in data collection, and provide essential support in various assessment-related tasks. The ideal candidate will possess strong analytical skills, attention to detail, and a commitment to public service.
DUTIES:
Assists with operations of Department, including inputting assessment data to Department of Local Government Finance (DLGF) and audits and corrects all data and information.
Maintains and updates property records with new and additional assessments and changes for all townships in County, including entering information on computer, maps, printing new property cards, filing and sending copies to appropriate individuals. Exchanges information frequently with other County departments.
Prepares and processes real estate assessments, including making calculations according to state standards, entering data on computer, completing, copying, filing, and mailing notices. Prepares and submits various related reports as required.
Performs various duties, including preparing assessments for mobile homes, processing and verifying personal property filings, and entering City and County permits for new construction in database.
Verifies real estate transfers and sales disclosures.
Collaborates with Auditor for tax billing purposes, processing information on computer and correcting problems with related reports.
Assists taxpayers with the completion of exempt applications. Reviews exempt applications to present to Property Tax Assessment Board of Appeals (PTABOA) board.
Processes abatement filings and prepares for County/City Councils to review.
Performs yearly field inspections of personal property mobile homes.
Answers telephone and greets office visitors, answering questions and providing information and assistance, responding to inquiries, complaints, or requests for service, initiating problem resolution, and directing callers to appropriate individual or department.
Testifies in legal proceedings and courts as required.
Attends meetings and training, such as Indiana County Assessors Association and Northwest District Assessor meetings as required. Performs related duties as assigned.
I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:
High school diploma or HSE.
Possession of and/or ability to obtain and maintain Level I and Level II Assessor certifications. Ability to meet all hiring and retention requirements, including passage of a drug test.
Working knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, email, internet, and Department-specific software systems, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence and reports.
Ability to properly operate standard office equipment, including computer and related software, such as GIS, printer, copier, fax machine, scanner, label maker, tape measure, telephone, and calculator.
Ability to effectively communicate orally and in writing with co-workers, other County departments, DLGF, taxpayers, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to read, understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to read and interpret detailed state statutes.
Ability to file, mail materials, and copy data.
Ability to calculate, count, and perform arithmetic calculations.
Ability to use data to compare or observe similarities and differences between data, compile, collate, classify, analyze, evaluate, observe, diagnose, investigate, and coordinate, place, make determinations, and take action based on data analysis,
Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.
Shall comply with all employer and Department policies and work rules, procedures, and job tasks, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/difficult persons.
Ability to testify in legal proceedings and court if necessary.
Ability to work extended hours, and evenings, and travel out of town, sometimes overnight, for meetings and conferences.
Possession of a valid driver’s license and demonstrated safe driving record.
