The Las Vegas Metropolitan Police Department (LVMPD) has charged a Sin City resident following the death of a man found in a swimming pool at an illegally-promoted party on Palma Vista Avenue.

The LVMPD hit Lazaro Jonathan Cesar with two unlicensed-promotions-related charges linked to organizing the party at a house on Palma Vista Avenue.
Metro took Cesar into custody on June 18, the same day officers found the body of Tayshaun Todd, 20, floating in a swimming pool at the Winchester property in Clark County a day after the party.
According to KNTV Las Vegas, Cesar told arresting officers the LVMPD arrived at around 10pm to break up the party, and he discovered Todd’s body at 11am the morning after.
A mother’s grief
While the Clark County coroner’s office has not yet released the cause of death, reports cite the deceased’s mother Cristina Todd-Dunn as stating Todd’s body “had been in the pool for at least 12 hours before it was found,” according to the coroner.
In an interview, Todd-Dunn said she begged the LVMPD to search the Winchester house, stating she hadn’t heard from her son in hours, that he’d only attended two other parties as an adult, and that he didn’t usually come home late.

The grieving mother blasted Metro, stating she called them multiple times and was told her case was not a priority. Admitting her anger, Todd-Dunn said the one time she needed the police “they couldn’t come through for me.”
“Obviously, they didn’t do their job and for all we know, he could have been out there in the pool the whole time, so that’s how I know they did not search,” she said.
Paying the price
Police released Cesar the same day of his arrest. He will appear in court on August 20 for a status check hearing for two misdemeanor charges.
According to a party-goer interviewed by Metro, Cesar charged a cover fee of $15 to attend the “open bar pool party.”
