A Sterling, Virginia, man has been charged with two counts of felony animal cruelty following the death of two dogs due to hyperthermia. Manuel Ovando, 34, is alleged to have left “Charlito” and “Bella,” two mixed-breed dogs, ages 3 and 5, in an unattended vehicle for an extended period of time on a day when temperatures exceeded 80 degrees outdoors. Loudoun County Animal Services (LCAS) Humane Law Enforcement officers arrived on the scene after receiving a call from a concerned citizen. Although lifesaving measures were attempted, veterinary staff determined the dogs were deceased upon arrival.
“This case is a devastating reminder of the consequences of leaving pets in a car on a warm, sunny afternoon,” states LCAS Director Nina Stively. “A car’s internal temperature can easily climb 30 degrees in minutes on a hot day, even with the windows cracked, which is one reason why animals should never be left unattended in a vehicle in these conditions—the risk is never going to be worth the ride in the car.”
In addition to encouraging residents to leave pets safely at home, LCAS staff urges those who witness pets being left in unattended vehicles during warm weather, to report the incidents by calling LCAS at 703-777-0406.
Additionally, during periods of excessive heat, when Loudoun County is under a heat advisory issued by the National Weather Service, LCAS operates a pet-friendly cooling center, offering a safe place for pets and people without access to conditioned spaces to stay during the day. Ovando, who is currently being held without bond at the Loudoun County Adult Detention Center, is scheduled to appear in General District Court September 10, 2025, for a preliminary hearing.
A Class 6 felony conviction is punishable by up to five years in prison and a fine of up to $2,500. Any person convicted of felony animal cruelty may be prohibited by the court from possession or ownership of companion animals.
